			<content:encoded><![CDATA[<p><span class="Content">WARREN – Ohio Energy Office to help expand advanced energy market regionally. On Monday, November 13, from 9:00 a.m. to noon, Kent State Trumbull will host Ohio businesses, economic development professionals, and public officials at the fourth of 10 seminars focused on “Accelerating Ohio’s Advanced Energy Supply Chain.” The event will offer information on tools, resources, and financial assistance programs for manufacturers to supply the robust wind, solar, biomass, and efficiency industries. The seminar will be held at the WKFC Development and Continuing Education Building, located at 4314 Mahoning Avenue, Room 211, in Warren, Ohio.</p>
<p>“Alternative energy solutions provide an opportunity for Ohio to capture the gains of the advanced energy supply chain,” said Lieutenant Governor Lee Fisher, who also serves as Director of the Ohio Department of Development. “By adapting our existing manufacturing base to accommodate for advanced energy components, Ohio will reinforce our current strengths in an array of industry sectors from information technology to logistics and distribution.”</p>
<p>By 2025, Ohio is estimated to have more than 5,800 megawatts of new advanced energy capacity due to the landmark energy policy signed by Governor Ted Strickland on May 1, 2008. The Advanced Energy Portfolio Standard, an integral component of the energy law, requires investor-owned electric utilities to supply 25 percent of their retail sales from advanced energy sources with at least 12.5 percent from renewable energy. Annual benchmarks for renewable energy and energy efficiency will also be established beginning in 2009. These provisions will dramatically expand the market for these emerging industries.<br />

<p></span><strong><span class="Content">S&amp;P Data, LLC, (SP Data),<span class="Content"> </span></span></strong><span class="content">to be located in the Village of Richfield (Summit County), has been awarded a 35 percent job creation tax credit for a five-year term for the establishment of a new facility in the Village of Richfield. The value of the tax credit is estimated at $311,231 over the term, and the company would be required to maintain operations at the project site for 10 years. A call center industry leader, SP Data employs 700 people globally. SP Data provides outsourced inbound customer care service to multi-national corporation clients. The project in Richfield involves leasing an existing vacant building. This $175,000 project is expected to create 400 positions within three years of the project’s initial operations.</p>
<p></span><span class="Content"><strong>Cellco Partnership dba Verizon Wireless,</strong></span><span class="content"> located in the City of Dublin (Franklin County), has been awarded a 40 percent job creation tax credit for a five-year term for an expansion project in the City of Dublin. The value of the tax credit is estimated at $253,427<strong><em> </em></strong>over the term, and the company would be required to maintain operations at the project site for 10 years. Verizon owns and operates one of the nation’s largest wireless networks, serving more than 67.2 million customers. Cellco Partnership is headquartered in Basking Ridge, NJ, and is a partnership between Verizon Communications Inc. and Vodafone Group Plc, who do business under the name Verizon Wireless. The project in Dublin is expected to create 200 positions and retain 1,200 jobs.</p>
<p></span><strong><span class="Content">Kennametal, Inc. (Kennametal),<span class="Content"> </span></span></strong><span class="content">located in the Village of Whitehouse (Lucas County), has been awarded a 40 percent job creation tax credit for a five-year term for the expansion of its facility in the Village of Whitehouse. The value of the tax credit is estimated at $87,301 over the term, and the company would be required to maintain operations at the project site for 10 years.<span class="Content">Kennametal, <span class="pregulartext1">established as McKenna Metals Company in 1938, manufactures and sells tooling, engineered components, and advanced materials used in production processes.</span></span> </span><span class="content">The project in the Village of Whitehouse includes expansion of Kennametal’s manufacturing facility. This $10 million project is expected to create 42 positions and retain 86 jobs within three years of the project’s initial operations.</p>
<p></span><span class="Content"><strong>Engauge,</strong></span><span class="content"> located in the City of Columbus (Franklin County), has been awarded a 45 percent job creation tax credit for a five-year term for the expansion of its facility in the City of Columbus.  The value of the tax credit is estimated at $234,366 over the term, and the company would be required to maintain operations at the project site for 10 years. Engauge is an interactive marketing company with capabilities in advertising, media planning, brand communication, data driven direct marketing, and digital interactive services. The expansion will increase the company’s physical footprint to accommodate web and creative developers as well as management staff to grow the company’s marketing capabilities. The project in Columbus includes renewal of current lease and expansion into additional space in the same building. This $300,000 project is expected to create 50 positions and retain 90 jobs within three years of the project’s initial operations.</p>
<p></span><strong><span class="Content">Shore To Shore, Inc., (STS),<span class="Content"> </span></span></strong><span class="content">located in the City of Miamisburg (Montgomery County), has been awarded a 45 percent job creation tax credit for a five-year term for the expansion of its facility in the City of Miamisburg.  The value of the tax credit is estimated at $48,162 over the term, and the company would be required to maintain operations at the project site for 10 years. Founded in 1991, STS has expanded from merchandise identification labels to being a provider of a full line of brand packaging items. The company employs 90 people in the United States and 1,079 worldwide. The project in Miamisburg involves expansion of its current production facilities and the purchase of machinery and equipment. This $1.5 million project is expected to create 25 positions and retain 75 jobs within three years of the project’s initial operations.</p>
<p></span><strong><span class="Content">Hydro Systems Company, (Hydro),<span class="Content"> </span></span></strong><span class="content">located in the City of Cincinnati (Hamilton County), has been awarded a 45 percent job creation tax credit for a six-year term for the expansion of its facility in the City of Cincinnati.  The value of the tax credit is estimated at $80,308 over the term, and the company would be required to maintain operations at the project site for 12 years. Established in 1963, Hydro is the world’s largest manufacturer of proportioning and dispensing systems, serving multiple markets and maintaining headquarters in Cincinnati. The project in Cincinnati includes construction of a new 20,000 square-foot facility adjacent to its existing operations. This $1.1 million project is expected to create 31 positions and retain 125 jobs within three years of the project’s initial operations.</p>
<p></span><strong><span class="Content">Pepsi-Cola General Bottlers of Ohio, Inc., (Pepsi-Cola),<span class="Content"> </span></span></strong><span class="content">located in the City of Toledo (Lucas County), has been awarded a 45 percent job creation tax credit for a six-year term for the expansion of its facility in the City of Toledo.  The value of the tax credit is estimated at $65,209 over the term, and the company would be required to maintain operations at the project site for 12 years. Pepsi-Cola is a production- and distribution-focused subsidiary of PepsiAmericas, Inc., which maintains operations in the United States and Europe, and employs 14,000 people worldwide. The project in Toledo includes installation of machinery and equipment. This $12.5 million project is expected to create 25 positions within three years of the project’s initial operations and retain 70 jobs for the term of the tax credit.</p>
<p></span><strong><span class="Content">Schwab Corporate and Retirement Plan Services, Inc., (SCRS),<span class="Content"> </span></span></strong><span class="content">located in the Village of Richfield (Summit County), has been awarded a 60 percent job creation tax credit for an eight-year term for the expansion of its facility in the Village of Richfield.  The value of the tax credit is estimated at $2 million over the term, and the company would be required to maintain operations at the project site for 16 years. SCRS’s parent company, the Charles Schwab Corporation, was incorporated in 1976<span class="Content"> and is one of the nation’s leading providers of financial services. Through its operating subsidiaries, it provides securities brokerage, banking, money management and financial advisory services to individual investors, independent investment advisors and corporate and retirement plan sponsors and participants.</span></span> <span class="content">The project in Richfield includes retrofitting existing commercial office space and an expansion of existing parking facilities. This $3.2 million project is expected to create 150 positions and retain 572 jobs within three years of the project’s initial operations.</p>
<p></span><strong><span class="Content">Nationwide Mutual Insurance Company, (Nationwide),<span class="Content"> </span></span></strong><span class="content">located in the Village of New Albany (Franklin County), has been awarded a 50 percent job creation tax credit for a five-year term for the establishment of a new location in the Village of New Albany.  The value of the tax credit is estimated at $180,548 over the term, and the company would be required to maintain operations at the project site for 10 years. Nationwide, in its 80-year history, has grown to become one of the largest insurance and financial services firms in the world. The project in New Albany will involve construction of a new office building to accommodate a data center. This $180 million project is expected to create 40 positions within three years of the project’s initial operations.</p>
<p></span><strong><span class="Content">SelectTech Services Corporation, (SelectTech),<span class="Content"> </span></span></strong><span class="content">located in the City of Springfield (Clark County), has been awarded a 50 percent job creation tax credit for a six-year term for the expansion of its facility in the City of Springfield.  The value of the tax credit is estimated at $464,724 over the term, and the company would be required to maintain operations at the project site for 10 years. Established in 1982, SelectTech provides engineering support, test and evaluation, and information technology services to the aerospace defense industries. Based in Centerville, the company currently employs 130 people servicing the Wright Patterson Air Force Base. The project in Springfield includes using the county airport for demonstration, testing, and delivery of communication products. This $4.2 million project is expected to create 100 positions within three years of the project’s initial operations.</p>
<p></span><strong><span class="Content">Modular Genetics, Inc., (Modular),<span class="Content"> </span></span></strong><span class="content">proposing a location in the City of Dublin (Franklin County), has been awarded a 50 percent job creation tax credit for a seven-year term for the location of its facility in the City of Dublin.  The value of the tax credit is estimated at $588,169 over the term, and the company would be required to maintain operations at the project site for 14 years. Modular was incorporated in 2000 and designs and develops microorganisms to synthesize chemicals using renewable materials to produce high-value specialty chemicals and polymers. The project is comprised of two phases. Phase one involves the creation of a pilot-scale biorefinery; phase two will involve construction of full scale biorefinery facility and the acquisition of machinery and equipment. This $175.5 million project is expected to create 130 positions within three years of the project’s initial operations of phase two.</p>
<p></span><strong><span class="Content">RevWires LLC, (RevWires),<span class="Content"> </span></span></strong><span class="content">located in the City of Troy (Miami County), has been awarded a 50 percent job creation tax credit for a seven-year term for the expansion of its facility in the City of Troy.  The value of the tax credit is estimated at $330,916 over the term, and the company would be required to maintain operations at the project site for 14 years. RevWires, established in 2007, manufactures a propriety blend of flux-cored welding wire employed by users in the oil, gas, and shipbuilding industries. The project in Troy includes building a new leased facility and the purchase of machinery and equipment. This $10 million project is expected to create 50 positions within three years of the project’s initial operations and retain one job for the term of the tax credit.</p>
<p></span><span class="Content"><strong>Advanced Testing Laboratory, Inc., Advanced Testing Management Group, Inc., &amp; Diamond Consulting LLC, (ATL),</strong></span><span class="content"> located in the City of Blue Ash (Hamilton County), has been awarded a 55 percent job creation tax credit for a six-year term for the expansion of its facility in the City of Blue Ash.  The value of the tax credit is estimated at $614,400 over the term, and the company would be required to maintain operations at the project site for 12 years. Advanced was founded in 1987 and offers professional lab services in the areas of analytical chemistry and microbiology testing solutions for applications in a number of industries. The project in Blue Ash includes expansion and construction on the company’s existing facility. This $2 million project is expected to create 200 positions within three years of the project’s initial operations and retain 170 jobs for the term of the tax credit.</p>
<p></span><strong><span class="Content">Eaton Corporation, (Eaton),<span class="Content"> </span></span></strong><span class="content">located in the City of Cleveland (Cuyahoga County), has been awarded a 75 percent job creation tax credit for a 15-year term for the relocation and expansion of its global headquarters to the City of Beachwood (Cuyahoga County).  The value of the tax credit is estimated at $17 million over the term, and the company would be required to maintain operations at the project site for 30 years. Founded in 1911 and headquartered in Cleveland, Eaton is a market leader in electrical systems for a variety of end uses. Eaton employs 82,000 people globally, 3,500 individuals in Ohio, and does business in more than 150 countries. The project in Beachwood involves construction of a new 470,000 square foot worldwide headquarters in the Chagrin Highlands area of Beachwood. This $170 million project is expected to create 177 positions within three years of the project’s initial operations and relocate and retain 509 jobs for the term of the tax credit.</p>
<p></span><strong><span class="Content">Eaton Corporation &amp; Eaton Electrical, (Eaton),<span class="Content"> </span></span></strong><span class="content">located in the City of Cleveland (Cuyahoga County), has been awarded a 55 percent job retention tax credit for a 15-year term for retention of its manufacturing and headquarters operations in Cuyahoga County.  The value of the tax credit is estimated at $30 million over the term, and the company would be required to maintain operations within Cuyahoga County – at facilities comprising the project site – for 18 years. Founded in 1911 and headquartered in Cleveland, Eaton is a market leader in electrical systems for a variety of end uses. Eaton employs 82,000 people globally, 3,500 individuals in Ohio, and does business in more than 150 countries. The project involves construction of a new 470,000 square foot headquarters in the Chagrin Highlands area of the City of Beachwood, as well as the continuation of operations at other identified facilities in Cuyahoga County. This $170 million project is expected to retain 1,000 jobs for at least 18 years.</p>
<p></span><em><span class="Content">The <strong>Job Creation Tax Credit</strong> is a refundable tax credit against the Commercial Activity Tax or income tax. The <strong>Job Retention Tax Credit</strong> is a non-refundable tax credit against the Commercial Activity Tax or income tax. The credits equal a percentage of new state income tax withheld on retained, full-time employees in Ohio.   <span class="content1">The <strong>Ohio Tax Credit Authority</strong> is a five-member independent board consisting of taxation and economic development professionals from throughout the state that is responsible for reviewing and approving applications for state tax credit assistance. The Authority also has oversight responsibilities that include monitoring and reporting the progress of approved tax credit projects. </span> The Ohio Tax Credit Authority’s approval of incentives indicates the state’s commitment to the company, and precedes a final decision of the company to accept or decline the tax incentives approved. </span></em></p>

			<content:encoded><![CDATA[<p><span class="Content"><span class="Content">ADA – On Thursday, October 30, from 12:30 to 5:00 p.m., Ohio Northern University will host Ohio businesses, economic development professionals, and public officials at the first of ten seminars focused on “Accelerating Ohio’s Advanced Energy Supply Chain.” The event will offer information on tools, resources and financial assistance programs for manufacturers to supply the robust wind, solar, biomass, and efficiency industries. The seminar will be held at The Inn at Ohio Northern University, located at 401 West College Ave in Ada, Ohio.</p>
<p>“Ohio companies are retooling, retrofitting, and replacing not only facilities, but also business strategies to serve these rapidly growing markets,” said Lieutenant Governor Lee Fisher, who also serves as Director of the Ohio Department of Development. “Ohio is committed to becoming a world leader in advanced energy technology development, manufacturing, and deployment to fulfill current and future global demand for alternative energy solutions.”</p>
<p>By 2025, Ohio is estimated to have more than 5,800 megawatts of new advanced energy capacity due to the landmark energy policy signed by Governor Ted Strickland on May 1, 2008. The Advanced Energy Portfolio Standard, an integral component of the energy law, requires investor-owned electric utilities to supply 25 per cent of their retail sales from advanced energy sources with at least 12.5 per cent from renewable energy. Annual benchmarks for renewable energy and energy efficiency will also be established beginning in 2009. These provisions will dramatically expand the market for these emerging industries.</p>
<p>The seminars are free to the public and sponsored by the Ohio Department of Development, Ohio Air Quality Development Authority, and Ohio’s Regional Economic Development Directors. The events have been organized in every region of the state to provide information on technical resources, grants and incentives to help Ohio companies retool manufacturing capacities and retrain work forces to produce components for the advanced energy industries.</p>

Cleveland sports legends Lenny Barker, Kevin Mack, and Campy Russell joined area youth athletes in the official ribbon-cutting duties. Local, state, and national officials joined the public in sending the hybrid vehicle on its maiden voyage with the Greater Cleveland Regional Transit Authority (RTA)</span></p>

A fireworks show choreographed to rock classics concludes the evening.</span></p>

Beyond this, it’s the connection to the region’s new economy. <span> </span>Industrialists &#8212; like Rockefeller and Severance &#8212; made Euclid Avenue a showplace for the city. Along the route, one will find world-class health care, and a world-renowned orchestra, inspiring art and architecture, and nationally respected centers for learning and entertainment. The once-famous avenue is also becoming a place for tech firms, empty nesters and Iron Chefs. And soon, it will be a place to display advancements in medical technology, with the creation of the Medical Mart. </span></p>
<p class="MsoNormal"><span style="font-size: 10pt; font-family: Arial; color: navy;"><!--[if !supportEmptyParas]--> <!--[endif]--></span></p>
<p class="MsoNormal"><span style="font-size: 10pt; font-family: Arial; color: navy;">Creating a fast link between downtown and University Circle will address a logistic issue that has hindered the city’s development for a number of years – the separation of hotels, major employers and venues in Cleveland’s central business district from cultural institutions, hospital systems and research centers. The short 20-minute commute will change the definition of what is perceived to be the city’s “center.” It will also change the direction in which people are commuting – with Warehouse residents boarding the HealthLine in the morning for a day of work in University Circle and Case students catching a ride at night for a game at Progressive Field. </span></p>
<p class="MsoNormal"><span style="font-size: 10pt; font-family: Arial; color: navy;"><!--[if !supportEmptyParas]--> <!--[endif]--></span></p>
<p class="MsoNormal"><span style="font-size: 10pt; font-family: Arial; color: navy;">Like Silicon Valley in California and the Quadrangle in the Carolinas, the HealthLine route is Northeast Ohio’s center for job creation and research. It’s also a catalyst for redevelopment.<strong> More than $4.3 billion in development has occurred or has been committed along the route.</strong> This includes rehabilitation of old buildings into housing and retail centers, new locations for business startups, and major expansions at universities, museums and hospitals. Signs of this investment can already be seen in downtown, midtown, University Circle and East Cleveland.</span></p>

The transit system offers the benefits of rail without the tracks. This includes a faster commute through dedicated transit lanes and rail stations, off-board fare payment, and traffic signal prioritization.</span></p>

<p class="MsoBodyText3">Green thinking is an integral part of the HealthLine. The<a href="http://www.newflyer.com/index/cleveland_brt_street_curb"> 21 hybrid-electric vehicles</a> used on the line are powered by clean diesel engines and electric transmissions with 100 kW motors and 600-volt nickel hydride battery packs. This unique power train reduces particulate emissions while dramatically improving fuel efficiency. Along Euclid Avenue, the planting of 1,500 trees has greened up the streetscape, and dedicated bike lanes provide commuters another green alternative to driving.</p>

			<content:encoded><![CDATA[<p>Governor Ted Strickland and Lt. Gov. Lee Fisher have an <a title="Wall Streeet Op-Ed" href="http://online.wsj.com/public/article_print/SB122066123687305861.html" target="_blank">OP-Ed in the Wall Street Journa</a>l on Sept 6th.</p>
<p>It acknowledges that Ohio will become one of the key battleground states this election, and that much of the press coverage and political commentary has focused on the loss of manufacturing jobs.</p>
<p>However, it takes issue with the image of Ohio as a floundering economy:</p>
<blockquote><p>But the state has too many strengths, too many successes, and too noble a history to be portrayed as a poster child for the country&#8217;s economic woes. Look under Ohio&#8217;s hood. Its engine is being redesigned and retooled in ways that offer important lesson on how to make an economy more competitive in a global marketplace.</p></blockquote>
<p>Instead, Strickland and Fisher state the tax and incentive reforms they&#8217;ve passed and the growth of the new economy:</p>
<blockquote>
<p class="times">By 2010, Ohio will be one of only two states <em>without</em> a general tax on corporation profits or a property tax on business machinery, equipment and inventories. This year is the last for Ohio&#8217;s business property tax; next year is the last for the corporation profits tax. And Ohio&#8217;s personal income tax rates are falling by 21% across the board.</p>
</blockquote>
<blockquote>
<p class="times">Between 2005 and 2007, Ohio&#8217;s per capita state tax burden has already fallen to 38th in the nation, from 27th, according to the Federation for Tax Administrators. When the new tax cuts are phased in, Ohio&#8217;s business taxes will be the lowest in the Midwest.</p>
</blockquote>
<blockquote>
<p class="times">We&#8217;ve combined higher education and economic development funds to create a $150 million Ohio Research Scholars program, which will bring 26 world-class scholars to state campuses, individuals whose research specialties align with our economic development priorities. This investment builds on many others.</p>
<p class="times">The state has created a $1.6 billion Ohio Third Frontier program that invests in high-tech, advanced materials, bioscience, advanced energy and aerospace industries.</p>
<p class="times">The state is spending $250 million in a higher education internship program, and freezing tuition for two years for undergraduates so that more students can afford to stay in college. We&#8217;re also spending $100 million in scholarships for students studying science, technology, engineering and math.</p>
<p class="times">Ohio recently passed a bipartisan $1.57 billion jobs stimulus plan that will invest strategically in our infrastructure, future work force and growth industries such as biosciences and renewable energy.</p>
<p class="times">Our new Advanced Energy Portfolio Standard requires at least 25% of electricity sold in Ohio to be generated from new and advanced technologies by 2025. This will create vast new opportunities for green energy businesses in Ohio.</p>
